However, i don't think dr should be 2 hours in express. An appropriate number would probably be about 6-8 hours. Most people can't log in every 2 hours so it's not fair

DR needs to be less than 12 hours. 8-10 sounds fairer.
Otherwise someone can easily go all jets and grab anyone in the server - 10 different targets (1k+ easily per grab with ghost acres) leaving 4 hours to sell off jets and buy all turrets. In that 20 hours, they would have efficiently grown huge making a retal after the DR wears off unfairly hard to make.

Whats happening right now is good evidence of that
