Like can agriculture for normal govt truly reach 230%? I accumulate like 200k agriculture early on and don't seem to hit 230%.

A related question is, does it get harder and harder to move another % as you approach max tech? I was not sure per the formula, but do think so and that may be what I am experiencing.
