Plus side they get screwed and if they are over 10k acres its costly to rebuild.
Down side they can still use harmful attacks on you if your GDI

Plus side they cant harmful attack you if your in GDI

Down side they restart with a % of what they lost. Takes more turns then ABing to screw the person over.
