replaced, you can have over 2b in hand but then corruption takes part of that when you run turns (resource decay bonus helps to reduce that and bushels decay).

there is limit but its not achievable on normal servers.

besides free gdi bonus are more or less pointless on express so if you vote daily then use those for turns.
