The answer is no, which is why when we destock we place stuff on the market to protect it from the conversions.

not 100% sure, but i vaguely remember reading it somewhere before, and i dont know if its for ffa or any other server but i believe it is to be around 14% upto 30% of everythhing you have on hand based on your NW...

.. don't forget when you switch a gov maybe best to go back Monarchy first as switching from that is free.

When you click on 'Manage' to change government type it will tell you right below the submit changes button what your % losses will be.

I am pretty sure that stuff on market is 100% protected on gov change. The losses of stuff on market % is when your country is killed, depending on how many hits you took, you lose a certain % of market stuff.
So many ways to die, only one way to live...

Well I really SCREWED up one of my countries, 39% to change gov't. :(
So stuck with a non-destock gov't type so military gonna cost me :(

I still am rusty :(

It's 14% up to 10m nw. Then it slowly increases until about 30m nw where it maxes at 39%.
