That's honestly long been a complaint about LaF members on solo servers. It's kind of common knowledge they share their country numbers with each other to avoid hitting each other and stay on other players and collaborate to control certain aspects of the market.

Plainly left up to interpretation of the rules, and even though they don't ever hit together, one could make the argument that it's just as bad as Ratski and his neighbor.

I'm not much of a solo server dude so I've never really cared about it, but it's worth bringing up. I think collusion is pretty normal.
