I expect most people won't know the real answer to this.
Two countries - mono with no tech.
Country A has 1000 acres and 60% the NW of country B.
Country B has 2000 acres and (1/.6)% the NW of country A.
Country A attacks country B once.
Country B retals twice. All attacks are the same type (ie all SS or all PS).
With ghost acres, country B ends up with more total land than it started with.
