Yes, fully built. After I killed those latest 222 buildings, he had 238 empty acres. 5821 acres total. I am roughly twice his size in nw and land, though I have 3000 empty acres courtesy of bomb structures.

He's down to <10k tanks now.

Damage isn't going up, this is 36 hits in the same 8 hours, still taking 0.27% of land per hit heh, even though he's still 90% built.

This round doesn't really matter to me but maybe the formula can be revised some point in the future.
