Before you start building other buildings, focus on building Construction Sites. This will allow you to build other buildings faster and more efficiently. Generally, you want to first build 20 CS, then spend a couple turns building farms, then build another 40 or so CS, build a few turns' worth of farms (explore for more land at that point), then build up to 100-180 Construction Sites, then continue building other buildings for the rest of the set.

They should add that to the wiki under the Casher strategies. It doesn't mention anything about building CS. (As far as how many to start out with, etc.)
