yeah it doesnt allow them. I think theres some error that lets you select declare war in the war room sometimes but if you press prepare attack it just fizzles out or something. I forget when that happens.

Because if you single tap only, no one can missile, special attack or do most harmful ops on you(there are some harmful ops that still works but they are the least damaging usually).

If you double tap someone he can retal with anything all set.

Thats why we adopt 1:1, War:2 retal policy here and in express usually.
