I think you titled it (Game C #38), yes? Obviously revenge is best served cold, so I delete, start new country (behind on turns at this point), build up and then flatten the offending NOOBISH to the ground. Make sense?

Please explain this in more detail. You can't "join in" on a war? What constitutes a war? If two countries are ABing each other in tourney, you can't attack one of them? What if one of those countries has hit you before? Different to ABing you before?
You didn't even save a single turn NOOBISH, did you not take CALIHAN seriously? CALIHAN thinks NOOBISH should find a game to play that uses a lot of space, seeing as you now have a lot of room in your country.
