Even if you think youre "no leader" in my experience in the team server its always been that there is no leader and all members discuss what to do together and come to an agreement. You might also find that you actually do fine at it if you do decide to lead. If you make a team with 2 or 3 people and keep playing, eventually you will attract enough people to field a full team. Most people on team server also wont go after a non full tag unless that tag does something stupid first.
