Actual military strength doesn't matter too much. What matters most is your networth compared to your landsize. If you have enough jets to be attacking, then anyone who spies on you will be able to break you, so your goal is to not be spied on. If you are exploring or stockpiling and have very few jets, then you still want to have enough networth that people don't spy on you, but you will at least have a chance of having too much defense for them to break.
And probably most importantly you want to have two defensive allies, so that your attacker has to spend turns spying, or assume that your allies double your defense.
I'd say that for an exploring country, somewhere between 100 turrets per acre and 500 turrets per acre is enough depending on your size and how early in the set it is. If you're under 4000 acres, I'd say its more like 40 to 50 turrets per acre, but once you pass 4000 acres, you really need to be over 100.
