Then yeah it's the end set thing. There's a new function that tightens humanitarians toward the end based on turns remaining. By the last few turns you almost can't attack anyone.

During the last 30 turns of a reset, the humanitarians range will tighten with ((turnsleft/31.7)^2+1.05) with a minimum of the range; (ie GDI, team)

basically 10 hrs left we can hit up to ~twice our nw and 5 hrs left its dropped near 25% bigger and 2 hrs left its basically only possible to attack some1 with same nw.
