you lose portion of bonuses if you do 2nd switch of govt.

So how is that a perm bonus? And based on that logic if i get gdi free due to bonus then does a 2nd switch take that away?

GDI is 1 bonus. you lose up to 39% of it, depending on your NW. So you keep 61% or 0.61 of it, which rounds to 1.

Same way if you only gotten 1 resource decay bonus, you would lose nothing on switching.
