There's a limit I put in to prevent hyper-spamming of attacks, it basically is a memcache lock on your country, because I want hit A to be fully committed before we try to commit hit B (they can process independently right now, which is why if you hit fast enough you can get both A and B to look like they were processed at the same time, yet both affect the country; but that's a different story).
Sometimes, I think, that lock doesn't get unset... not sure; I've never actually seen any issues from it, but, it's entirely possible it can get stuck. But it expires within a minute anyway, so it's rare it'd be an issue...
